Description:

Updates docs site CSS to align with our brand guidelines. Changes the primary color palette from the default Docusaurus green to Estuary blue (#5072EB), updates the navbar logo to a PNG image with a transparent background for dark mode, and cleans up some button-link hover behavior.

FYI - the blue ends up breaking AA contrast requirements for less heavy text. We probably want to alter the background colors to be a tad bit darker/lighter.
