fixes problumb with create account command setting weerd user rights.
Makes it so that command case will not matter.
new features:
Ads auto away movement functionality: This means that if you want, the bot will move users to an away channel when there status changes to away.
adds talkto command: This command allows an admin to speak to a user or list of users privately.
ads user list separation to kick, ban, talkto, and move: this allows you to give these commands a list of users seporated by double colons.
