- replace initConsentMode/grantConsent with single gtagService.load()
- remove useCookieConsent hook and CookieBanner component
- update privacy policy text to implicit-consent model (gov.il standard)
- simplify global.d.ts gatg typings (drop ConsentParams overloads)
