feat: add ruby adapter, python handoff, and stewardship docs

Summary

• add a first-class Ruby adapter package with core registration, attach support, tests, and release wiring
• add Python attach support for debugpy handoff workflows so MCP sessions can move cleanly into VS Code
• document public ownership signals and maintainer contact, and refresh language/support docs to include Ruby
