This updates most toolbox tool images from U22 to U24 and updates the toolbox manifest and image manifests to match the new thorctl toolbox subcommand format. This also updates the github actions for building tools to more completely support toolbox manifest options around building images with overridden base images and passing in registry credentials via environment variable to the new build script wrapper.
