Replace local bootc-kernel-cmdline crate with linux-kernel-cmdline#2297

The kernel command line parsing crate has been split out into a separate repository and published to crates.io as linux-kernel-cmdline. Replace the local copy with the published version 0.1.1. The two bootc-specific constants (INITRD_ARG_PREFIX and ROOTFLAGS) that were defined in the local crate's lib.rs are not part of the published crate. These already had local definitions in bootc_kargs.rs, so update install.rs to use those instead. Signed-off-by: John Eckersberg <[email protected]>
