Summary

• update Prettier from 3.9.5 to 3.9.6
• update typescript-eslint from 8.63.0 to 8.65.0
• regenerate the lockfile on current main after the ESLint 10 security update

Supersedes #18, whose Dependabot branch conflicts with the already-merged security update in #19.
