[CHORE] Update release package to graphrag-byokg/v3.18.1

Changes

  • Update release version to v3.18.1 for the byokg package
  • Update package name to graphrag-byokg

The root README.md badge still references the old package name (graphrag-toolkit-byokg-rag). Should be updated to graphrag-byokg to match.
