Configures Apache Infrastructure’s .asf.yaml to apply GitHub rulesets that protect the default branch and release branches, aligning the repository with ASF “sane default security settings”.
Changes:
- Add a GitHub branch ruleset targeting
~DEFAULT_BRANCH,release/*, andrel/*. - Disallow branch deletion and force-pushes, with a bypass for the

~DEFAULT_BRANCHis a GitHub symbolic link to the current default branch (HEAD) of the repository and does not need changing.If the managing project does not wish to set up these defaults, please close this Pull Request.
