Pin all third-party GitHub Actions to commit SHAs across both the project templates and the framework's own workflows, and add a Dependabot configuration to keep them up to date.
This unblocks consumer repos (e.g. metrics-service#283) from pinning actions in framework-managed workflow files without failing the compliance check.
