  FDR-0010 Phase 3: the dodder.net seed repo distributing tool blobs and the canonical type set as regular objects. Builds on the zz-seed/ generated format-type set (57 types + nixpkgs formatter candidates), the iana_media_type/payload_cardinality FDR (#220), the site itself (#242), and supersedes the existing-repo bootstrap command approach (#209) once init can pull from the seed.

  Re-init + import -transform migration of the long-lived personal repo onto the current builtins, with the adjudicated rulebook: actionable v1→v2 (state-types → status field, urgency-*/w-date tags → fields), !lua genesis-v2-wins, anki re-typing onto !toml-anki, bookmark migrations (toml-bookmark re-types + pinboard trailing-URL extraction + newsblur bare-URL transforms) with !bookmark as target, dormant-set exclusions, latest-only. Mechanism prerequisite: the external-script import transform seam (FDR-0002 future-work section).
