feat: new nav mega menu

Summary

• Redesigns the header's Products dropdown into a 4-category-column + promotional-column mega-menu on desktop, and a promo-first accordion on mobile
• Adds a new nav-promos block so the promo card can be scheduled independently of the site-wide nav-banner, reusing alert-banners' Start/End/Content authoring and timeline-preview pattern (shared helpers extracted into scripts.js).
• Preserves full support for the legacy image-based Products accordion.
  • Shape is auto-detected per fetch, since content and code can deploy independently across locales.
• Fixes a missing Spanish-locale case in the submenu open/close logic.
