Adds <nx-editortoggle>, a role="switch" nav-bar control that mirrors the site-level ew.enabled flag with a per-user localStorage override. Hidden whenever the site already has ew.enabled=true. Toggling swaps /edit </> /canvas for the current doc (preserving search + hash) or reloads so consumers re-read isEWEnabled from scratch. nav.js force-injects the toggle for now (marked TEMP) so it's visible without a nav-fragment content change.
