electron-builder检测到 CI 环境后会隐式尝试发布。安装包已经生成完成，但因为构建步骤没有GH_TOKEN，最终以失败状态退出。修复
在
dist:win中显式添加--publish never，由后续受控的gh release upload步骤负责发布。验证
39个测试通过npm run typechecknpm run lint--publish never
