This adds upstream SignifyPy integration coverage for the late-join multisig registry gap. It covers both the simple A/B multisig registry case and a GLEIF-shaped delegated GEDA -> QVI multisig case. Each scenario issues a credential before C joins so credential export can carry the registry/TEL CESR material.
The tests confirm the late-joined member initially cannot list the preexisting registry, recover it by importing credential CESR and renaming the registry, then prove the recovered registry remains usable by issuing another credential with A, B, and C after the join.
