Similar to #648, this pull request updates the velocity sign, phase sign, and tdiff values for the Christmas Valley East (CVE) and Christmas Valley West (CVW) radar hdw.dat files after a major hardware upgrade to USRP-based electronics in early July 2026.
(note these changes are also pending to the hdw repository)
