Does this also resolve conflict with gardelw on new Java versions? When I try to build IJava to run java code with jupyter notebook, there were errors, I ended up here. |

This PR bumps the gradle version to 7.4.2. The build with not be compatible with prior major versions of gradle. The PR has a dependency on SpencerPark/Jupyter-kernel-installer-gradle#14. License headers were added to some files at some time during my experiments. Would you like me to remove the headers from those files?
