Node vs network scope is the real boundary between the two CLIs, and
after the cli/{node,network} layout the old names no longer taught it.
"bootstrap" also undersold the internal CLI, which tears down and
reconfigures cohorts, not just founds networks.
Pure rename of the installed commands and their mentions; module paths
are untouched. The live infra identifiers seismic-tee-deploy (Pulumi
project) and seismic-tee-dev (Azure resource group) are deliberately
unchanged. Re-run `uv sync` after pulling to get the new entry points.
