Ability to collect Service Tier and Capacity Tier of MemoryStore instances #14

Add logic to msstats script to collect Service Tier (Basic/Standard) and Capacity Tier (M1, M2, M3, M4, M5) information. Make sure the output is compatible with redis2re script.
