Adds the Quantum AI Partners proprietary license (free evaluation use, paid commercial license required for Commercial Use) as this repo's LICENSE file. Since Quantum-L9/.github is GitHub's org-wide community health file source, any Quantum-L9 repo without its own LICENSE will now inherit this as its default instead of showing 'no license' or falling back to a permissive choice like MIT.
