Negotiation
To join your domain to someone else's, visit the remote domain's site, obtain an 'invite cert', and install that cert in your own domain. The invite cert is generated and signed by the remote domain, so it knows where the cert came from and why.
Once your domain knows about the remote domain, the two domains can determine gaps in their public policies and pose questions to you.
