Sync the OKF knowledge bundle to the rebaselined OpenDPP public API contract 1.0.0 (mirrored from the backend's okf/**) and add an initial-release CHANGELOG. Bundle validates (211 concepts).

Syncs the knowledge bundle to OpenDPP public API contract 1.0.0 (a one-time pre-adoption reset on the backend, no external consumers).
operations/,schemas/,tags/,webhooks/,guides/,manifest.json,index.md,overview.md,log.md) is regenerated from the backend'sokf/**atapiVersion1.0.0 — including the claims-honesty correction to the traceability screening + metadata-validation concepts.CHANGELOG.mdwith a single[1.0.0] — initial releaseentry.Validated locally with
node validate.mjs(211 concepts, no broken links). The repo's own meta (README/LICENSE/NOTICE/validate.mjs) is untouched. This bundle is what the backend'sokf-publishworkflow also auto-syncs on merge (idempotent). Pairs with the backend reset PR and theopendpp-interopreset.
