Update to ESCOMP cmeps1.1.48 .

Specific notes

This is a necessary step before we make a PR back to ESCOM to merge all of the current NorESM changes back to ESCOMP.

Testing performed

• platform - olivia
• code - noresm3_0_beta18 share updated to share1.1.20_noresm_v0 and cmeps using this PR
• comparison - with noresm3_0_beta18
• tests:
  • prealpha_noresm - all pass
  • aux_blom_noresm - all pass (other than expected fails)
  • aux_cam_noresm - all pass except for
    • ERP_Ln9.ne30pg3_ne30pg3_mtn14.NF1850.olivia_intel.cam-outfrq9s which now has a 0: cxil_map: write error in the case2run phase
    • ERP_D_Ln9.ne30pg3_ne30pg3_mtn14.NF1850.olivia_gnu.cam-outfrq9s_aero_history which is a gnu test but using Alok's modules which are known to be problematic for gnu

@mvdebolskiy - I think this is ready to be merged based on my testing. It would be good to get this into noresm3_0_beta19.
