AI-300: Updated lab instructions and fixes for GenAIOps labs

Summary

While completing the AI-300 GenAIOps labs, I encountered several issues that caused deployment failures, authentication problems, and workflow blockers that required significant troubleshooting.

To help future learners, I have prepared updated guidance, fixes, and clarifications in:

Changes Included

  • Added guidance for purging soft-deleted Azure AI Foundry resources before running azd up
  • Fixed .env file generation instructions for Windows PowerShell to avoid UTF-16 encoding issues
  • Added OIDC authentication guidance, including required federated credentials for both branch and pull request workflows
  • Documented required Azure role assignments and permission verification steps
  • Clarified branch, deployment, and evaluation workflows
  • Added guidance for creating and scoring evaluation.csv
  • Added Git setup instructions (user.name and user.email)
  • Added guidance for cloning private template repositories and working with feature branches and pull requests
