Adds ActableSite MCP as a source-available, read-only website audit and AI crawler-policy server.
Requirement evidence
The package workflow builds the source, verifies the MCP initialize handshake, publishes the image, logs out of GHCR, and proves an anonymous pull. The container runs as a non-root user, installs no dependencies, exposes no port, and has no file, shell, browser, account, or write capability.
