Add Kilo as a generated target with user and project install paths, Kilo instruction exports, and a safe kilo.jsonc instructions merge that preserves existing config. Cover dry-run output, live temp installs, invalid config blocking, comment-preserving JSONC merges, and inline instructions arrays. Reviewed via qa-review pass; fixed inline JSONC array merge before commit.
