Why a new PR was needed after PR #48 merged

PR #48 was already merged into main, so this PR opens a fresh front-door pass instead of amending or reopening the prior branch. The goal is first-scan system impact: current operating signal, strongest receipts, and authority engines before the dense boundary material.

Current governed case pipeline

  • Lifetime Governed Cases: 6.
  • Public-safe cases: 0.
  • Closed cases: 0.
  • Platform PR #58 completed the first governed Runtime Case Collector v0 append.
  • Windows private candidate lane: 1 candidate.
  • Linux private candidate lane: 1 candidate.
  • Normalized append-ready candidates: 2.
  • Duplicates: 0.
  • Approved append moved strict ledger count 4 -> 6.

Validation / reviewer activity pipeline

  • 49 controlled validation activity fires.
  • 106 validation cases.
  • 8 proof records.
  • 31 blocked claims.
  • These are activity/reviewer metrics, not governed cases, runtime signals, or public-safe proof.

Runtime Case Collector v0 Windows/Linux split

The profile now surfaces the Windows/Linux private candidate split in the first-scan route and explains that only the two explicitly approved appended rows became governed Lifetime Ledger cases.

Platform control layer summary

Platform is framed as the mechanical control layer: contracts, factory commands, ledger mechanics, case-packet schemas, runtime candidate gates, reviewer metrics state, and verifier scripts. Platform does not own proof promotion or public-safe runtime truth.

Validation behavior engine summary

Validation is framed as the behavior engine: controlled cases, local case pipeline, registry checks, activity ledger, parity checks, blocked-claim scans, AI authority boundaries, and runner trust separation. Validation does not prove live runtime, signal-observed public proof, or production deployment.

Proof trust-anchor summary

Proof is framed as the public trust anchor: proof records, claim ceilings, Proof Pack 001, Runtime Route Proof v1, reviewer maps, release routes, and proof-boundary case studies. Proof records authorize only their stated scope.

Stale "4" handling

  • Removed stale current-headline wording that blended the old 4-case reviewer metrics snapshot into current governed ledger status.
  • Current strict governed ledger status now shows 6.
  • Remaining 4 references are the explicit historical delta phrase "4 to 6" or unrelated issue/step numbers.

No runtime-active public proof, signal-observed public proof, public-safe runtime proof, production SOC/SOCaaS, customer deployment, live enterprise deployment, autonomous SOC, AI-decided disposition, AI-approved disposition, analyst-approved disposition, case closure, FortiSIEM integration proven, fleet-wide coverage, public-safe Runtime Route Proof v1, Wazuh/Cribl/Splunk public proof, broad ingestion proof, website/GitHub rendering as proof, GitHub Project metadata as proof, or green CI as approval is claimed.

First-scan system impact update summary:

  • Reframes the org profile around the current HawkinsOperations system impact before the boundary-heavy material.
  • Surfaces current governed case count: 6.
  • Makes the Runtime Case Collector v0 Windows/Linux split visible: 1 Windows private candidate, 1 Linux private candidate, 2 normalized append-ready candidates, 0 duplicates.
  • Keeps validation/reviewer activity metrics separate: 49 controlled validation activity fires / 106 validation cases / 8 proof records / 31 blocked claims.
  • Defines authority engines: platform = mechanical control layer, validation = behavior engine, proof = public trust anchor.
  • Preserves public-safe count 0 and closed-case count 0.
  • Keeps AI support-only: AI can support drafting, triage reasoning, case-packet support, documentation, and automation planning; it does not decide disposition, approve claims, promote proof, or close cases.

Validation results:
