Follow-up housekeeping after tagging v0.2.0-rc.11.
"raise specter coverage to 100% all tiers" (specter.yaml now gates tier1/2/3=100),
and "drop -p 1" (CI runs
-p 4via dbtest). Date bumped.release mechanics, kensa v0.5.2 login.defs verification, and dev-deploy gotchas.
remediation shipped free-core; remaining Phase 7 = the licensed bulk/auto track.
CLAUDE.md was also updated (Last Updated, remediation -> Complete, scanning-status
-> rc.11, spec count 108 -> 110) but it is gitignored (local-only guidance), so it
is not part of this PR by design.
