The README and crate manifests declare "MIT OR Apache-2.0" but the repo had no license files. Now that steward-charter is public, the dual-license claim must be real and legally usable by adopters. Add the standard dual-license pair. Co-Authored-By: Claude Opus 4.8 <[email protected]>
