Handle missing SCP fixtures and mark slow tests

Summary

• add a test helper to inject the src path and skip when large SCP fixtures are absent
• mark fixture-heavy modules as slow and guard all fixture access with the new helper
• document fixture placement, update pytest config, and ignore future ACMS fixture directories
