Improve scan-metadata sector size inference and catalog-report defaults

Summary

• handle both track JSON naming conventions in scan-metadata and infer sector sizes from sector files when metadata is missing
• report sector size source/inference details in scan-metadata summaries and add coverage for sector-size detection
• align catalog-report cache/output defaults with qc-capture, including defaulting outputs to reconstruction paths and testing default output placement
