Add extensible localized text editor actions

Summary

• Adds extensible, localized actions to the text editor so other mods can add their own editor tools without patching the GUI
• Moves the built-in text macros and color tools into the shared action registry
• Adds syntax highlighting for valid BQ tags, image tags, Minecraft formatting codes, and hex colors
• Improves multi-line cursor navigation with cached visual lines and VS Code-like Up/Down behavior
