Change depreciated off_below to min_power
Added new config file and updated user template to include a specific version of nevermore_filter that replaces off_below with min_power.

"Fixed" by removing the min_power line for the bed fans config - having extra config files for every little bit where Kalico decides to operate differently from Klipper isn't feasible long term. off_below/min_power can be added to Closed by commit 5dc59c3 |

Created a kalico specific version of the nevermore filter config as
min_poweris being depreciated foroff_belowsometime in the future.
