비활성화된 버튼(pointer-events-none 사용)에서 툴팁이 표시되지 않는 접근성 문제를 수정했습니다. 비활성화된 버튼을 span 태그로 감싸고 tabIndex=0과 cursor-not-allowed 속성을 추가하여 키보드 접근성을 개선하고 툴팁이 제대로 렌더링되도록 구현했습니다. 테스트 코드를 추가하여 100% 테스트 커버리지를 보장합니다.
