docs(web): expand authorization module page

Summary

• Expands the authorization module docs with ReBAC tuple format, resource definitions, and index architecture
• Documents Admin API routes for resources, relations (including POST /relations/many bulk grants), permissions (/can, /evaluate), and indexer reconstruct (soft vs hard)
• Adds Client vs Admin API comparison table and clarifies which surfaces apps vs operators should use

Test plan

• Review MDX renders on docs site preview
• Verify Admin API path examples match running Conduit instance
• Confirm Client /check and Admin /permissions/can param names are accurate
