What

Makes sure all components in ARO-HCP use Azure Linux 3.0 (instead of mariner 2.0)

Why

To have a more up to date version with less vulnerabilities

Testing

Unclear, will clarify!

Special notes for your reviewer

To upgrade to AL 3.0 , we need to upgrade postgres from 14 to 16. Will have to verify that this doesn't break anything.
