The XH2A driver does not use the generic
/sys/class/accelinterface, so existing NPU detection reported no accelerator.Scope
This PR provides static hardware detection and presentation only. It intentionally does not add a vendor-specific model policy or parse runtime metrics from inference-engine logs.
