Update run script to install .NET 10 SDK if missing

I had some issues running the run.ps1 script.

PS C:\[...]\altered-dev-environment> dotnet tool install -g aspire.cli
Tool 'aspire.cli' failed to update due to the following:
The settings file in the tool's NuGet package is invalid: Settings file 'DotnetToolSettings.xml' was not found in the package.
Tool 'aspire.cli' failed to install. Contact the tool author for assistance.

Cursor fixed the issues for me, these are the changes it made to the script. I don't know enough the DotNet ecosystem to review them properly, so please take a closer look at them.
