An environment: entry like HF_TOKEN: ${VAR:-} substitutes empty from the
rendered .env and OVERRIDES the real env_file value. Live impact: trainer
crashed on huggingface_hub's blank Bearer header, and the UI's own auth
was silently disabled (empty AI_TOOLKIT_AUTH = auth off). Secrets now flow
exclusively via secrets.env; manifest test asserts they never reappear.
