Allows xgboost to compile on ROCm 7. Also needs ROCm/rocm-libraries#2689. Closes ROCm/rocm-libraries#1922
Test Result
Xgboost compiles and runs on ROCm 7.1.0, Ubuntu 24.04, Python 3.12.
