This looks good, but I think we'll have to do it through whatwg/spec-factory. Will take a look tomorrow. |

I confirmed we can land this and that it won't conflict with spec-factory. I also took some time to compare this to existing agenda issues. I noticed this is lacking the following things which we probably want to include:
- Missing a placeholder link to the previous agenda issue. We always link the previous week and I think we should continue to do so.
- I think we should continue to include "Note that this is 1 week later in the AMER-EMEA friendly time" (and vice versa).
- This only calls out the editors as a point of contact and not the person chairing. Maybe instead we should direct people to https://whatwg.org/chat if they need anything?

Just adding a default template for "new WHATNOT meeting", which I should have thought of a long time ago.
