Implements support for attachments based on the Transferable protocol, per ST-0023.

Checklist:

  • Code and documentation should follow the style of the Style Guide.
  • If public symbols are renamed or modified, DocC references should be updated.

We're preparing to begin a Swift evolution review of the pitched proposal for this, so I'd like to proceed with landing it soon so it can be included in the "Trying it out" instructions.
