I've changed the PR according to what I did while working on fixing nodejs/node#61806 on Windows. Same changes are applied to all test CI compilation machines, and I will apply them to the release ones as well. |

This change will ensure Rust is installed (and regularly updated) on all newly created Windows CI machines.
