Refactor SecretSourceResolver map initialization and clarify UpdateCenterConfigurator intent

Refactor map initialization in SecretSourceResolver by replacing the manual map.put usage with Map.of and removed outdated TODO in UpdateCenterConfigurator and clarified intent, since UpdateCenter is a Jenkins singleton and not a DataBound bean.
