Switch the docker-image workflow to a build × platform matrix on native ubuntu-24.04 / ubuntu-24.04-arm runners. Each platform builds and pushes by digest; a merge job fuses the digests into a single manifest list tagged via metadata-action. Enables running the gateway natively on linux/arm64 hosts (Apple Silicon, Graviton) without qemu emulation.
