jams annotations and their large time value

According to the jams specification the time and duration values are supposed to be in seconds. My impression is that the provided SynthTab dataset does not comply with that instruction as the time values never have any partial values, and the numbers are big starting from the first annotated notes. Are those not seconds, but miliseconds?

In SynthTab the time and duration are stored as ticks in the JAMS files. They are converted back to seconds in the following:

Thanks for the explanation, this makes a lot of sense now.
I wanted to understand one more thing - how should the bend notation be interpreted? I see that below example of a single bend from one of the tracks has a position parameter, where the last value is equal to 1.0. Does this indicate that the bend ends with the height value of 2? I wanted to create a stacked representation from the below jams notation, however I'm confused if there should be three or four intervals [start, stop]

My intuition tells me to do three intervals of [0.0, 0.16666], [0.16666, 0.5], [0.5, 1.0], but then it's not clear why there is a position of 1.0, why not end at 0.5 and assume that the height remains the same until the end of the note duration? Could you help me understand this?
