gomod-cap: No such file or directory

When I run make GOTIFY_VERSION="v2.5.0" build, this error occurs.

make: gomod-cap: No such file or directory
make: *** [Makefile:19: update-go-mod] Error 127

run make download-tools download gomod-cap

I have the same problem but make download-tools did not fix the problem
