• Encoding problem fixed, only for it to resurface again and again. Turns out it was some stupid bug on my (new) ARM mac reversing bytes. Unfortunately git does not like BOM marks (which were designed to address this very issue). Converted everything to use old-fashioned (but safe...) HTML ampersand escapes in frustration using uni2ascii. ReSpec also re-exports static HTML as nice UTF-8, so had to re-encode THAT file too with ampersand escapes.

The mojibake thing is not caused by ARM, which apparently on Apple computers do use little-endian order. Something else is going on... also to get the "section" links to render correctly in the draft, I had to replace § with the actual UTF-8 character. I could do that on the website, fortunately.

Just for laughs I ran ProWritingAid over the text and it flagged a bunch of grammar errors and style improvements. We might want to consider some of the style improvements in the abstract and introduction, at least.

Ran the Pubrules checker, see attached. Apparently the doc is still marked as being encoded with iso-8859-1 instead of UTF-8, which is driving me crazy. There are also some spaces in URL fragment identifiers, which is bizarre... the link checker should have found those, so maybe ReSpec did something weird, or it's an encoding issue.

I'll try to deal with most of these tomorrow.

Pubrules passes. See #401, #402, and #403. These were already merged (so I could rule pubrules on github.io).
There are still three warnings but they either have been addressed (e.g. run link checker) or we can waive.
