[DOCS PR #5191] Navigation API reference page missing method content (9 anchors)

/reference/apis/services/navigation/ currently has no method content (appears to be mid-reorg), so all 9 navigation method anchors RDK links to fail to resolve.

Decision: build out the navigation API reference page (restore the method sections/anchors), or drop the topic.

Surfaced by the RDK docs-link audit (viamrobotics/rdk #6199, #6201 repointed these to canonical URLs; these targets don't exist yet). Tracked by the nightly org docs-link checker (#5148).

Resolved by #5191. The navigation "has been removed" tombstone (from #5067) is replaced with a restored, deprecated orphan page: full reference content plus the regenerated API include, so all 9 method anchors resolve again. The page is reachable only by direct URL (out of sidebar/sitemap/search) with a "Discontinued" banner. Note this reverses #5067's redirect-to-motion-planning approach, on the basis that navigation may be un-deprecated.
