It looks like in the USFM guide that \mte# should occur at the end of the introduction, but the \occursunder information has it in the text for both \mte and \mte1. \mte2 says it occurs under \mte1, but it seems like someone might have it before the \mte1 so these need to be fixed in the usfm.sty.
